		<description><![CDATA[Thanks for the input, Tom. I&#039;ve been taking a closer look at the boundaries. It&#039;s interesting that District 38A, the Somerset County/Southern Worcester County district, also reaches north to include everything within the town limits of Berlin, as near as I can tell. 

I personally don&#039;t favor the requirement that every county have at least one delegate. Doing so would limit the field of available candidates, and would seem to limit the rights of the part of the district not allowed to field a candidate. IMO, everyone living within a district should be eligible to run, and let the voters choose the best candidate. In the case of 38A, which includes such a large part of Worcester, it seems implausible to me to allow only residents of Somerset County to run to represent the district. This would effectively disenfranchise all the  residents of Berlin, Snow Hill, and Pocomoke City, and all rural residents in the spaces between those towns.

In the case of 38C, the greater Ocean City metro area of Ocean City, Ocean Pines and West Ocean City contains most of the voters. Hard for me to imagine that someone from the small Wicomico County section of 38C would be likely to win in that district, unless they were a celebrity.]]></description>
